City of Laingsburg Request for Proposals (RFP) Building Inspection & Zoning Administration Services
Purpose
The City of Laingsburg, Michigan, is seeking proposals from qualified individuals or firms to provide Building Inspection and Zoning Administration services on a contractual basis.
Scope of Services
The selected proposer will serve as the City’s Building Inspector and Zoning Administrator, or provide those services through qualified personnel, including:
Review of permit applications and construction plans
Inspection of residential and commercial construction
Enforcement of the Michigan Building Code and applicable state codes
Issuance of permits, approvals, and certificates of occupancy
Administration and enforcement of the City Zoning Ordinance
Review of zoning permits and site plans
Determination of zoning compliance and land use interpretation
Coordination with City staff, applicants, and the public
Attendance at meetings as requested
Minimum Qualifications
Proposers must demonstrate:
State of Michigan certification as a Building Inspector (and applicable disciplines)
Municipal inspection and/or zoning experience
Knowledge of Michigan construction codes and zoning practices
Ability to provide timely inspections and reviews
Proposal Requirements
Proposals should be concise and include:
Cover letter
Summary of qualifications and experience
Copies of certifications and licenses
Description of service approach and availability
Fee structure
At least two references
Compensation & Term
Compensation will be negotiated and may be permit-based, hourly, flat-fee, or a combination. The anticipated contract term is one (1) year, with annual renewal options.
Evaluation
Proposals will be evaluated based on qualifications, ability to provide services, responsiveness, cost effectiveness, and references. The City reserves the right to interview proposers and reject any or all proposals.
